The short answer

Most city, county, and state fleets that run their own repair shops choose a maintenance-first fleet management information system (FMIS): AssetWorks FleetFocus, Chevin FleetWave, FASTER, Fleetio, or RTA Fleet360. Agencies already standardized on CentralSquare, Microsoft Dynamics 365, SAP, or Tyler Technologies can run fleet on those platforms instead. Telematics like Geotab adds GPS and engine data to either choice.

HOW WE BUILT THIS GUIDE

Written by a Vendor.
Here's How We Kept It Fair.

What we did

We wrote it. The RTA Fleet team wrote this guide, and fleet expert Steve Saltzgiver reviewed it for accuracy. RTA Fleet makes RTA Fleet360, one of the platforms here.

We sourced it. Every vendor claim links to the vendor's own pages, public records, or named research. The full list is at the bottom of this page.

What we didn't do

We didn't rank anyone. Vendors are grouped by what they're built to do, then listed A–Z. No one is #1, including us.

We didn't hide where we don't fit. Every card lists who the platform isn't for. RTA Fleet360's card does too.

WHAT'S DIFFERENT

What Government Fleets Need That Private Fleets Don't

Government fleets answer to councils, auditors, and taxpayers. That adds seven needs most private fleets never face.

Cooperative contracts: buying through Sourcewell, NASPO, GSA, or a statewide contract can skip a full RFP.

Chargebacks and ISF billing: fleet bills police, parks, and public works for labor, parts, and fuel.

Multi-department service requests: non-fleet staff request service and track status without training.

Replacement planning: capital requests need age, mileage, lifetime cost, and repair-vs-replace scores per asset.

Audit and compliance: every work order, inspection, and fuel record must hold up to a public records request.

Low IT burden: many agencies have little dedicated IT staff, so cloud hosting and vendor-led setup matter.

Budget justification: reports that council members and finance directors can read without a fleet background.

THE PLATFORMS

Jump to a Platform

GROUP 1 · MAINTENANCE-FIRST (FMIS)

Maintenance-First Platforms

Built around the work order. Strongest at preventive maintenance, parts, technician labor, and lifecycle cost. None need in-vehicle hardware; all pull data from telematics.

AssetWorks FleetFocus

What AssetWorks FleetFocus is built for

Core focus

Fleet management that shares a platform with AssetWorks EAM, so fleet data sits beside public works, facilities, and parks assets.[[1]]

Best fit

Agencies that want fleet and other public infrastructure in one enterprise asset system.

Not ideal for

Fleets that only need fleet software and don't want a broader EAM platform to implement and maintain.

Public sector buying

GSA contract.[[20]]

Sourced from vendor pages and public records. RTA Fleet360 vs. AssetWorks

Chevin FleetWave

What Chevin FleetWave is built for

Core focus

Configurable GSA-approved fleet management software.[[21]]

Best fit

Mid-size to large city, county, and state fleets.

Not ideal for

Teams that want a modern, simple interface with little admin setup. G2 reviewers say the UI feels like a database, configuration can be too technical, the technician app needs updating, and advanced support issues take time to resolve.[[14]]

Public sector buying

GSA contract.[[21]]

Sourced from vendor pages, public records, and named reviews.

FASTER

What FASTER is built for

Core focus

FASTER Web, a cradle-to-grave FMIS covering acquisition through disposal. FASTER calls itself the most widely used FMIS in North America for municipal governments.[[2]]

Best fit

Municipal fleets. Founded in 1982; acquired by Transit Technologies in 2019.[[3]]

Not ideal for

Agencies worried about switching costs. One government reviewer called data migration from a non-FASTER system difficult.[[4]]

Public sector buying

GSA contract.[[22]]

Sourced from vendor pages, public records, and named reviews. RTA Fleet360 vs. FASTER

Fleetio

What Fleetio is built for

Core focus

Easy-to-adopt fleet maintenance software with digital work orders and parts inventory.

Best fit

Smaller agencies that want fast setup, and fleets that send much of their repair work to outside shops.

Not ideal for

No public documentation found on chargeback or internal service fund billing. Agencies that bill departments should confirm this in a demo.

Public sector buying

GSA contract.[[23]]

Sourced from vendor pages and public records. RTA Fleet360 vs. Fleetio

RTA Fleet360

What RTA Fleet360 is built for

Core focus

RTA Fleet360 is the fleet management software from RTA Fleet. It runs in-house shops: work orders, PM, parts, fuel, motor pool, chargebacks, and replacement planning, with the Ron360 AI assistant included.

Best fit

Public sector and in-house maintenance fleets. RTA Fleet has served fleets since 1979, including 750+ public sector fleets such as the State of Utah (10,000+ assets), the Commonwealth of Pennsylvania, the Commonwealth of Massachusetts, and the City of Las Vegas.[[8]][[9]] See RTA Fleet360 for government fleets.

Not ideal for

Fleets that outsource most repairs (Fleetio is likely a better fit), fleets under 100 assets, and fleets outside the US and Canada.

Pricing

Published. $6, $8, and $11 per asset per month, unlimited users, billed annually, 100-asset minimum.[[11]]

Public sector buying

Cooperative contracts: Sourcewell (#102924-RTA, the only dedicated FMIS in its portfolio), NASPO (#AR2472), OMNIA Partners (#23-6692-01), NPPGov (#PS25230), 1GPA (#25-11P), EPIC6 (#21.24), Florida Sheriffs Association (FSA-HCS-FAM1.0), League of Oregon Cities, and Canoe (Canada). State contracts: Pennsylvania (#4400034153), Maryland (#CTR027912), Massachusetts (#VEH118), Utah (#PA4939), and Wyoming (via Sourcewell). Federal: NASA SEWP V, ITES-SW 2, and Carahsoft.[[10]][[13]]

Customer Stories

We think you'll ❤ RTA Fleet,
but don't take our word for it

Real quotes from public sector fleets running RTA Fleet360 every day.

I've worked with Element Fleet Management… AssetWorks… Faster… and now RTA Fleet. The thing that I can say that sets RTA apart is that [RTA] is at a place of disruptive innovation... in this world of AI, where AI is literally disrupting all of our jobs, and where all those other companies have wanted to be, RTA is there right now.

Senior Business Analyst · State of Utah

We weren’t just looking for another software vendor, we were looking for a true partner. Our team needs more than just a tool. We need software, consulting, and hands-on expertise to help us best serve the taxpayers and continue growing and developing our people. Through that lens, RTA was the only FMIS provider that made sense. They’re the only one offering that full partnership approach.

James Fiore

Director of Vehicle Management · Commonwealth of Pennsylvania BVM

Fleet360 reporting is a major part of keeping our fleet operating smoothly. Replacement recommendation reports and work histories are key drivers in our replacement policy and help us continue to keep the Fleet as modernized as possible to reduce overall major breakdowns and the vehicles with their user groups performing the tasks the City needs to operate.

Brenton Messner

Fleet Manager · City of Las Vegas, NV

A large part of our decision to select RTA was their fleet knowledge. Instead of just being a software company, RTA understands our business and offers us a partnership that will help improve our operations. This level of partnership and expertise is exactly what we were looking for to take our fleet operations to the next level.

Karen Rasnick

Fleet Acquisition and System Manager · Commonwealth of Massachusetts OVM

When we tried out RTA Fleet360, the interface performed consistently, seemed well-designed, was user-friendly, and provided the functions we need and use on a regular basis. RTA Fleet staff stood behind their system and supported our staff’s use of the system.

Rex Ellis

Mechanic Supervisor · State of Wyoming

RTA captured all the different elements of fleet that are crucial to track for any fleet Manager. Fleet360 is easy to use and navigate for work orders, assets, parts, and other KPIs. We chose RTA because they had a better sales team providing vital information about what the software could do for us. We switched to a standalone fleet management software, not where fleet is an afterthought.

Ethan Mease

Fleet Manager · Elbert County, CO

For me, RTA is the one stop shop. It is where I can go for trusted information. I call it my bible, my fleet bible.

Tracee Scott

Fleet & Fuel Services Manager · City of Las Vegas, NV

The staff is always friendly and full of information they are willing to share. If they don’t have an answer they sure work hard to get the answers! The RTA Connect Conference is such a great learning opportunity to get answers and help on new web programs coming out. Fleet360 if easy to use and train others to use.

Rachel Bowen

Fleet Coordinator · City of Green River, WY

We have been using RTA since 2018 and are happy with it! Customer Support has been excellent and it integrates well with NAPA IBS and FuelMaster with no issues.

Ken Lange

Fleet Manager · City of Sarasota, FL

I really like that the RTA system is built by people who know and understand vehicle maintenance operations. It's pretty clear those other systems are built by software engineers who don't understand fleet.

Jeff Howes

Fleet Manager · City of Pittsfield, MA

With RTA Fleet360, I'm coming to the budget team, our leadership and council with actual numbers, not just something I pulled out. I'm confident these numbers are accurate.

Facilities and Fleet Section Director · City of Flagstaff

GROUP 2 · MAINTENANCE ADD-ONS

Maintenance Add-Ons

Built for something else first: GPS tracking, finance, or public works assets. Fleet maintenance is a module or integration, not the core. Pick one when your agency already runs that platform.

CentralSquare (Lucity)

What CentralSquare (Lucity) is built for

Core focus

A public works EAM with modules for water, sewer, streets, parks, and fleet, plus strong Esri GIS connectivity.[[5]]

Best fit

Public works departments already running the CentralSquare suite.

Not ideal for

Agencies on older on-premise Lucity installs. The City of Bonney Lake, WA, reported its 20-year-old Lucity FMIS had lacked manufacturer support for over a decade.[[12]]

Sourced from vendor pages, public records, and named reviews.

Geotab

What Geotab is built for

Core focus

GPS tracking, engine data, and driver safety. Geotab reports one million public sector subscriptions.[[7]]

Best fit

Agencies that need live vehicle location and diagnostics. Most pair it with an FMIS, which uses Geotab mileage and fault codes to schedule maintenance.

Not ideal for

Running a repair shop on its own. It does not replace an FMIS.

Public sector buying

Sourcewell, Canoe, and a GSA telematics contract.[[7]]

Sourced from vendor pages, public records, and named reviews.

Microsoft Dynamics 365

What Microsoft Dynamics 365 is built for

Core focus

Dynamics 365 Field Service covers work orders, scheduling and dispatch, asset tracking, preventive maintenance, and inventory. Agencies configure fleet on top of it; Microsoft doesn't sell a dedicated fleet module.[[17]][[19]]

Best fit

Agencies standardized on Microsoft. North Carolina's state IT office lists fleet management among the uses of its Dynamics 365 service.[[18]]

Not ideal for

Agencies that want fleet features out of the box. Locate2u, a fleet vendor that integrates with Dynamics, says Dynamics 365 has no native fleet management capabilities.[[19]]

Sourced from vendor pages, public records, and named reviews.

SAP

What SAP is built for

Core focus

Fleet runs inside SAP Plant Maintenance, with one equipment record per vehicle in the agency's ERP.[[15]][[16]]

Best fit

Large state agencies already running SAP for finance that want fleet costs posting to the same ledger.

Not ideal for

Agencies without staff to govern ERP data. A 2026 case study of one U.S. state's SAP fleet system (about 7,000 vehicles, 60 agencies) found roughly 86% of equipment records incomplete and 21% of odometer readings anomalous before cleanup.[[16]]

Sourced from vendor pages, public records, and named reviews.

Tyler Technologies

What Tyler EAM is built for

Core focus

A public sector EAM, launched in 2018, connected to Tyler ERP and utility billing. Fleet is one module among many.[[6]]

Best fit

Agencies already on Tyler ERP that want fleet costs and assets in the same system.

Not ideal for

Fleets that need a dedicated FMIS with deep shop features like technician labor, parts, and fuel.

Sourced from vendor pages, public records, and named reviews.

How Government Fleets Buy Software

Most agencies buy fleet software one of three ways. The fastest is a cooperative contract, because another agency already ran the competitive bid.

Three ways to buy

Fastest: cooperative contract. Buy through Sourcewell, NASPO, OMNIA, GSA, or a similar program. Another agency already ran the competitive bid.

Fast: statewide contract. Many states pre-approve vendors so cities and counties in that state can buy directly.

Slowest: formal RFP. Write requirements, collect bids, and score vendors. Some jurisdictions require one above certain dollar thresholds.

Questions to ask every vendor

How do non-fleet staff submit service requests, and what training do they need?

How long does a typical government implementation take, and who does the data migration?

Which telematics, fuel card, and ERP systems do you integrate with today?

What does audit and public records reporting look like?

FREQUENTLY ASKED QUESTIONS

Government Fleet Software, Answered

Straight answers to the questions government fleet managers ask most when comparing fleet software.

What is the best fleet management software for government fleets? expand_more expand_less

It depends on how your fleet works. Agencies with in-house repair shops usually choose a maintenance-first FMIS such as AssetWorks FleetFocus, Chevin FleetWave, FASTER, Fleetio, or RTA Fleet360. Agencies standardized on one ERP or EAM vendor, such as CentralSquare, Microsoft, SAP, or Tyler Technologies, may prefer to run fleet on that platform.

What is a fleet management information system (FMIS)? expand_more expand_less

An FMIS is software that runs fleet maintenance and records: work orders, preventive maintenance, parts, fuel, and asset costs. It is different from telematics, which tracks location and engine data.

Can government agencies buy fleet software without an RFP? expand_more expand_less

Often, yes. Cooperative contracts like Sourcewell, NASPO, and GSA, plus many statewide contracts, let agencies buy from a vendor that already won a competitive bid. Check your local procurement rules and dollar thresholds first.

Do government fleets need telematics and an FMIS? expand_more expand_less

Most do. Telematics supplies mileage, location, and fault codes. An FMIS turns that data into maintenance schedules, work orders, and cost records.

How much does government fleet management software cost? expand_more expand_less

Most vendors quote per asset after a demo. RTA Fleet360 publishes pricing of $6 to $11 per asset per month with a 100-asset minimum. Budget separately for implementation and data migration.

How do government fleets bill other departments? expand_more expand_less

Through chargebacks, often run from an internal service fund. The software tracks labor, parts, and fuel per asset and bills each department. See Fleet Chargeback Systems: A Guide to Cost Allocation, Rates, and Billing.

How do government fleets decide when to replace vehicles? expand_more expand_less

They compare each vehicle's age, mileage, and lifetime repair cost against replacement cost. Good fleet software scores every asset so capital requests rest on data, not guesswork.
